One would think that the way to bring one's process to a court is as a claim for specific performance on the process;

Within one's process, one needs to establish a contract one can stand on and that contract needs to require the respondent to perform some duty or act that they are required to do already by public policy;

Since one is going into a public forum one's claim must fit the policy...

One may style the action as a petition (complaint) for specific performance...

just some food for thought...

The admin process gets submitted as sealed evidence in chambers with a copy to the opposing party. Then a public motion is filed for summary judgment, instructing the judge to rule on the private evidence. This is discussed in the course, near the end.
